Add IETF docs and PEPs to doc/.
The goal of RFCs, STDs, RFCs, BCPs, and PEPs is to
provide some sort of (technical) documentation.
Therefore this commit re-files said documents under
'documentation / manpages' (previously filed under
'web interfaces').
