Make sure that the from: address on the BADMSGS is defined as an EchoFeed in 
SEALCFG.  Make sure the feed is allowed to auto-create.  Make sure a base path 
is defined to tell SEAL =where= to auto-create.  Make sure that definition 
includes a pointer to a "forwarding list" that contains the tags and 
descriptions in an .NA-style format.  If you've those covered, then check the 
logs after a SEAL BAD run to see if it is telling you specifically what it 
doesn't like.  Once in a blue moon, there's more in the logs regarding an error 
than what echoes to the screen.
