I think we've had this argument before. SEND NORMAL is not a no-op, in that it 
does create file attaches. You're on the right track, though: NORMAL mail is 
going to be acted upon by subsequent commands, so the effect of a SEND NORMAL 
[NoArc] command will be smothered by any subsequent commands that operate on 
the same nodes.
