Part of his daily briefings. John Bolton claims he was verbally briefed on this in 2019, but could not comment or write about it in his book due to national security concerns. Russia called the report "nonsense" - "This unsophisticated plant clearly illustrates the low intellectual abilities of the propagandists of American intelligence, who instead of inventing something more plausible have to make up this nonsense." ~ Russian Foreign Ministry Taliban militants also "strongly reject this allegation" and are not "indebted to the beneficence of any organ or foreign country."
