It would have been safer if it were isolated.  But prisons are far from
isolated.  The prisoner population lives in close quarters, with
constant contact with other inmates and with prison staff.  The
prisoners have visits from outside.  The prison staff goes home.  Either
of those things could have brought the infections into the prison.  Once
it is there, it spreads quickly because of the close quarters and
contacts.

The only thing I can see to do now is to separate and quarantine the
infected prisoners and staff, clean the entire environment and prevent
any further contact with the outside world.
