The drugs coming into the USA from Mexico are mostly coming in via various transportation means at ports of entry, i.e. semi-trailers, cars, airplanes. A smaller portion is coming into other areas via tunnels, boats and even a submarine or two. No significant amount is coming in across the unsecured borders such as the Rio Grande. That is exactly what he said, and what was said by other members of the administration. The words are right there for all to see in the portion of the telephone conversation he had released. Even if you do not belive that, the telephone transcript and his public statement to China are evidence for the same felony that his personal lawyer is now serving jail time and for which Trump was stated as having directed that activity for which his lawyer plead guilty.
