There is a way to solve most of the issues people complain about
the internet without going down the brute censorship route. Just
make an internet for kids and separate that from the normal one.
This wouldn't be particularly hard since the kids use only a
handful of apps any way. 

Hell, you could even make several different internets for different
gradations of sensitive users. Then the websites could choose to
which audience they want to be visible, but there would be more
censorship and possible legal consequences for putting out
adult material on the childnet. On each of the sensitivenets
you could have any sort of set of rules that could be moderated
by whatever means a collective of priviledged users chose.

You can see how to not do this by looking at what youtube did:
You have to answer a question that has two answers: The video is
made for kids or the video isn't made for kids. Ok, so how about
a video is made for adults but does not have any kid-unfriendly
content? Idiots...

To avoid that problem, you would just mirror the site, of course.
And to avoid the other problem of kids using adultnet, you would
just make kidphone setting on the phone that only allows kidnet
and you would make a rule that only kidphones are allowed in
school. Sounds too orwellian? These are kids, they don't need
some absolute freedom of assembly on every forum they can find.
