You're mixing together so many fields of knowledge inquiry it's
   hard to detangle the spaghetti here. I'm sure it makes sense to
   you and I'll try to join you on the plate if I can.

   a) One thing you seem to be speaking of is the language barrier.
   The only animals we can communicate at present with with any
   HOPE of certainty is fellow humans.

   This provides reason for why many of those things you speak of
   occur.

   b) Whether we hold an animal accountable for its actions is an
   issue of "reason in the court system". As the court system is
   word-based; the evidence being used to provide something
   tangible to link stories-told to the some sort of potential of
   approaching what might have been truth... it too, suffers from
   the communication issue.

   In short, animals can't testify in court.
