It's a parental choice.
   I don't have a problem with kid-leashes. Children *are* your
   responsibility until they're 18 in most jurisdictions. By law,
   they're infants until they're 18.
   Any freedom they get is because someone _allows_ them to have
   it.

   Personally? I think there's too many restrictions in the wrong
   areas and too few in the right areas. But as much as I wish, I
   can't change civilization. [tried it in my late teens / early
   20s in the early Internet. I thought I made changes. But...
   nope, just inspired people to think they could make changes and
   they went off and tried and, well, like a lot of tilting at
   windmills, effectively didn't change much. Oh well. I got to
   help on their declaration on the rights of the child (UNICEF)..
   early 90s internet was smaller.. .but THAT didn't really change
   a damn thing either. US still hasn't adopted it. Oh well. Meh.
