Enforcing the Aggregate

     Clearly the danger to the individual is the 
aggregate.
	 How many times have we heard that our 
information will only be used in the aggregate. Read 
terms of use or just about any privacy policy and there 
will always be a clause that declares your information 
will only be used in the aggregate. My concern is 
enforcement is for the aggregate.  Is there a connection?
	 Laws are enforced for the good of the people, in 
the United States.  At least that's the ideal.  The 
information collected about us is used in the aggregate 
and the system and it's laws, in a democracy, is defined 
by the majority.  The individual does not have a voice, 
at least not without a great deal of expense and 
sacrifice.
	 So my question is; is there a direct line 
between the aggregate and enforcement?  Not yet I imagine 
but we are at the height of the information age and the 
machine is hungry for information.  An individual 
standing out from the aggregate will be separated.  How 
powerful is this force.  I invite your discussion.  I beg

Update:  Read PayPal's new terms of use a couple of weeks ago.  I noticed 
they don't use the word 'aggregate' anymore.
