                  Russia Detains US Diplomat Accused of Spying

   Russia's Federal Security Service [FSB] says it briefly detained a U.S.
   citizen accused of trying to recruit a Russian intelligence officer to
   work for the Central Intelligence Agency.
   The FSB Tuesday identified the man as Ryan Fogle, saying he was
   carrying special technical equipment, disguises, a large amount of cash
   and written instructions for the Russian he was attempting to recruit.
   It said the man was employed as a third secretary in the political
   department of the U.S. embassy in Moscow, but also worked for the CIA.
   The U.S. embassy declined immediate comment.
   Russian news agency reports said Fogle was caught "red-handed." State
   television showed pictures of him sitting at a desk in FSB offices.
   Russia's Foreign Ministry summoned U.S. Ambassador Michael McFaul for
   an explanation following the suspected agent's detention.
