Officials say organizational problems compelled them to move the vote
to March 31.  

They say paper ballots are not ready, voting equipment has not been
transported to polling locations, and election workers have not been
properly trained.

The elections in this west African nation are crucial for President
Thomas Yayi Boni, a banker who won the presidential vote last year
promising to wipe out corruption and bring about economic growth.
