Still as you mentioned online, technically you need to learn shoutcast/icecast as somebody mentioned and test how you'd like to manage content, playlists and if you dare to have some live auditions. Shouldn't be hard to organize but also not sure if a laptop is a feasible solution if you find users adopting your streams at scale. I'd rather host it somewhere outside my household unless it is aimed at few people from your hood.
