Bitreich moves towards WOWAI philosophy opening DND.

We are glad to announce that to strengthen the Bitreich Philosophy, new
parts of the ideology are adapted:

From now on the central management of Bitreich will be done through the
Departmen of Necessary Delays (DND).

All decisions will be made at the Daily Indefinition Progress Meetings
(DIPM) on irc.bitreich.org/#bitreich-en.
