 I've heard nightmares from people who tried to resell DSL on copper
 from the local exchange carrier. Since the local exchange carriers
 were required to open their copper network by law but there wasn't much
 oversight, they did everything in their power to cripple resellers
 ability to sell DSL, while using the cost overhead to make their
 services cost-competitive. I think everyone's given up by now.

 I had resold DSL service for a couple of years through a savvy local
 ISP. It was nice getting DSL service and having my ISP be the customer
 of record. He knew which buttons to push, so to speak to get problems
 fixed.

 Mind you, this was back in the 2000s, with hosted email, a news server,
 tilde web space and their own DNS. Sign a form and you got all ports
 opened. Those were good days.
